In my humble opinion:
I have no use for AHDI, an ineffectual and overblown organization, but I stumbled on their website while surfing. Under FAQs, they state that offshoring of MT exists because of the shortage of qualified MTs in the US as well as escalating healthcare costs. "However, " they state, "only a very small percentage...is being sent offshore." A shortage? According to whom? Another excuse I've heard in the past was that MTSOs only sought offshore employees to cover off hours because no US MTs would work nights.
Of course, MTSOs and AHDI both have been making the "shortage of qualified MTs in the US" claim for a long time. Laughable, really. Being the only body that bestows certification (and blessings and increased salaries and professional recognition) on MTs, AHDI's influence in the US has diminished as MTs have wised up.
Why don't they just fess up? Offshoring of MT exists because hospitals desired to cut costs at the expense of quality. AHDI helped them do it. So simple.
