CPC and CCS - How to choose

Maybe someone has the training to pass the CCS but chooses not to get that credential right away for personal reasons, or they prefer outpatient coding or want to gain more experience before attempting the exam. You never mention that CCS is mastery level coding. Your rationale is a little misleading.
