You are 100% correct. This sounds like my state - Michigan.

I learned that applying for underemployment (slow work) and unemployment (laid off) weeks count the same. In other words, if you are eligible for 20 weeks of UE benefits in a calendar year, and you claim 6 weeks of underemployment due to being short 10 hours of work or so in the week, those 6 weeks count as full benefit weeks, even if you only get check for $25.00. If you become officially laid off, you will only be eligible to claim the remaining 14 weeks of full UE benefits. Just a warning - in my state of Michigan - be careful you don't use all of your UE benefits on UNDERemployment status.
