But in this situation, there was no way to know the system wasn't downloading jobs properly. Nothing seemed to be wrong with Fluency, per se, maybe just a bit slower than usual... It irks me that a problem with workflow isn't getting relayed to the workers directly involved. I need to be informed of the situation so that I can correctly enter that into my time card with the master ticket #. Now, it's too late.

Your suggestion about calling Support whenever you get NJA is probably the thing to do from here on out because there's no way to know now if NJA means a true lack of work or if the system is preventing jobs from downloading.
