or because they did not like the question? If I asked it wrong, I apologize. I thought putting the sentence would show the context. It was so clearly spoken and I am still stumped by it. Oh well...

Perhaps the dictator was saying "bi cautery" as in short for meaning "bipolar cautery." Bi and I/eye sound similar. Just a thought... :)
