Someone is spreading LIES. QC and QA are both done onshore. I know because I work in QA. We audit both offshore and onshore MTs, not the other way around and our managers are onshore too. No. Offshore just means they send work or hire work outside the US. - Might be MT work, maybe QA. May have other QA plan

Except that many places now DO offshore QA. - A new low for the industry. NM
