Being upfront about it on the website probably deters anyone who isn't serious about the job so it probably isn't a scam. I think it's becoming more common than it used to be, especially for temp jobs. It might be illegal in some states, though. A background check should not be carried out until after the interview and the reference check if you are a serious candidate, and you should not be charged up front. That would be like charging someone to take a test.
