I'm not entirely sure how they calculate the lines, but I just wanted to say that I also took an IC position last year with a company who was subcontracting with PF. I lasted a whole 3 days. I could NOT make an even remotely decent line count to save my life, and I'm a pretty fast MT. The reports were all TINY and most of them weren't even 20 lines. I called them "micro reports." They weren't even complete reports, usually just one very short paragraph, more like a quick note. A majority of the dictators were downright awful as well. I'm not sure if the company I was working for was getting the bottom of the barrel garbage work from PF and they were keeping all of the good stuff in-house, but OMG they were terrible. I busted my behind, working all day and night, only to make about $50-60 each day. I did this for a few days and then decided, NOPE! This is so not even worth my time or effort! I wasn't even making close to minimum wage. I've heard that many other people have had the same experience.
