Transcription/Dictation Platform questions - CoMt

I work for a small rural hospital and I have been charged with finding a new dictation/transcription platform. My CEO and CFO are afraid of technology. They want a dictation to be housed on a server on site. They want to purschase software and hardware and own it and they want to contract with the software company for periodic updates and maintenace for a reasonable yearly fee.

Any suggestions? I have looked at Dolbey, but so far have not gotten any info in my inbox. I want to present more than one option.
