Kind of seems like half quitting, half being let go for not meeting quality or production requirements - but I don't recall anyone being laid off yet for lack of work?

I'm thinking they would prefer people to just quit, retire, etc. Next best scenario for them would be to keep pressing on the audits, which are getting more strict, and then fast track people onto PM with escalation straight to termination. I don't think they really like the idea of a layoff because it counts against them with having to pay unemployment insurance.

I just wish they'd do the right thing, but honestly it just seems like this company doesn't know what it's doing anymore...
