be able to continue to make payroll, late or otherwise. A creditor could take priority, she could be hit with a tax lien which would clean out her bank account immediately, be sued for unpaid wages, be fined for illegal practices, anything. She and/or the Labor Board could also just shut the company down without warning. I work in workers' comp and see these situations all the time. It can be risky to continue, but everyone's situation and end point are different.
