Somewhere I read this and I thought it was pretty good: It said to flip the question right back to them by asking, “what do you think the job is worth?” You want to try not to be the first one to give a figure, if you possibly can. But in any case, I think $13 an hour is too low unless you have no experience. Many states and even reps in the federal government are looking at raising minimum wage to $15 an hour soon, and I think you certainly deserve at least that if you have experience. I live in the Chicago area and wouldn’t settle for less than 15.
