people who transcribe these files. The sound quality is often terrible, especially on surveillance from people wearing wires. The subject matter can also be extremely unpleasant to listen to. Eight cents per line isn't enough anywhere, but is ridiculous for this type of work. People who do the work directly for the law enforcement agencies are paid more.
