I called these kinds of error message emails "group flagellation," where everyone gets a whipping for something a few are doing. It is so wrong for all the reasons you mention. I've had the feelings you mention about whether I did that, but was pretty sure I didn't. Yes, they should deal with the offenders only, not every one of us.
