as far as legality goes, but no question, they are just evil-spirited. The method for counting and totaling is heavily weighted in their favor...no question about it. I worked for 3 decades and never had a problem making quota until being taken over by them and after I left, never had a problem and always 10% over quota, earning production incentives...imagine that. If all the students in a class fail the course...whose is at fault ??
