I was told that there would be a limit on unscheduled PTO. If your TSA is not doing this correctly, it should be brought to her attention, both of send a message ("do your job correctly, please"), plus, what if you reached that limit and then you got sick, there was a death in the family, or anything unexpected? These unscheduled PTO requests would then be a reflection on you, and that should not be.
