It's an insurance thing. If you're an Ochsner employee and your significant other has their own insurance, the rule doesn't apply to you. It only applies if they're carried on your Ochsner insurance. Ochsner is looking to keep the cost of their insurance down which should help keep the employee contribution to it down.
