Attempts to have medical records banned from leaving the US ran into the issue that it violates international trade laws to do this. California actually passed a law banning offshore of records in the late 1990s and had to remove it because of this. Other states ran into the same problem. Attempts to get changes on capitol basically ran into the deep pocketed large hospital systems, MTSOs, etc. lining the pockets of legislatures with campaign $ to stop attempts to get the laws changed to make it where medical records are only kept in the US especially in light of HIPAA which is ONLY American law - while other countries claim they abide by HIPAA bottom line is if there is a security violation they cannot be held legally liable. As with a lot of things sadly it's the $$$ that legislators listen to over what is the right thing to do.
