It all comes down to if you interpret the adjectives as being coordinate or cumulative. In this case, you CAN rearrange the adjectives and stick an "and" in there without changing the meaning of the sentence. Therefore, the adjectives are coordinate, and technically this person is correct. Common usage allows for no commas, but common usage has gotten sloppy and lazy over the years. This is correct with the commas. When I QA, I let it go either way unless it changes the meaning of the sentence. Regardless, this is correct and not overuse of commas.
