If you were laid off from a hospital job, you would no longer have access to anything. It's a company e-mail, it's not a personal e-mail being used. It doesn't belong to the employee unless they are still an employee. When you get laid off, it's bye-bye. No more needs to be said or done. They are basically escorted off the premises. I've seen it happen at the hospital I worked for. They were laid off, told to clear their desks and leave. For security reasons, HIPAA, etc., their e-mail is deactivated.
