As for her suing, well since she hasn't paid her employees she can't sue for much anyway. But do this anonymously if you do and protect yourself.
The IRS can make her life so miserable that she can be shut down. Finding fraud will also put her in jail.
Considering her financial situation, the strategy needs to be swift.
