Like you said, divide those by 60. Or you could use this conversion chart (see link), minutes in yellow.
As you can see, 13 minutes has two conversions, 0.21 and 0.22, since the actual conversion is 0.2166. You could choose either one, but maybe safer to go with the lower one* and then you might get paid a couple of cents more than what you've calculated vs. the opposite.
So, 2 minutes 13 seconds would really be 2.21 minutes (x 1.30 = 2.87).
*[ETA: If you're not doing this for just confirmation but rather for invoicing yourself, then, heck, use the higher one.]
