I can't do it alone, there has to be a majority that do the same. She will get the message and see how she likes it, especially when management has to work to keep TAT. There has to be repercussions for her actions and that of management, I bet management gets paid on time. If anyone gets "let go", collect unemployment. Unemployment will certainly question why, and want to know why pay is late so often. Plus what would her reasoning be if you choose not to work until you get paid for the work done weeks before?
