I heard the same thing and just hated that policy! But...one of my OMs left the company a couple years ago, and we kept in touch. Once she left, she said she would be happy to give me a reference. So, are you in touch with any of your ex-OMs who you think would give you a reference? They might no longer be held to that rule.
The HR email I think was just for employment date verifications.
