I met with my local state representative and applied in August. I started college last month for a 2 year program. I am also receiving unemployment compensation for the 2 years I am in training. It has all gone very smoothly. I am sorry you have not had a good experience but I don't think I would give up. It is great if you can get them to process it correctly for you.
