You are right - we are not the ones to make the rules, just the ones that need to decide whether to live with them or not. With PF, they don't have to make it so tedious to work for them. Why they choose to? IDK. I can see shortening the text, but why can't they just say that they implemented X and it didn't work as well as they thought so they are rolling that back? They NEVER seem to do this. The more they clamp down and keep tightening that leash, the more I am keeping an eye out for a way out of here.
