I also filed for the first time. The other poster provided good info. Are you willing to tell us your state? Maybe someone in your location can give state-specific guidance, too. Here in WA, I went to my local WorkSource (not UE) with a copy of the TAA petition and asked for a TAA, TRA, or Trade Act counselor. There wasn't one in this branch, but referred to one about 2 hours away and am now scheduled for an assessment/orientation next week. It will take up to 30 days to find out if I am approved or not for benefits (after community college starts, so have to figure out what to do about that).
Also, did you get a handbook from UE? Mine includes info on TAA and other retraining programs.
