No, not every Tom, Dick, and Harry has access to medical records. EHRs have an audit trail, which records who accessed the record and when it was accessed. If a person believes records are being accessed inappropriately, they can file a complaint.

EHRs also have special permissions, which means different portions of the EHR, such as the financial portion with your SSN, are only able to be accessed by employees who need that information as part of their everyday work. Again, if a person feels this has been accessed by someone who did not need to access it for their job, then they can file a complaint. This is called the Minimum Necessary Requirement.
