probably because it's been driven down by offshoring MT wages. But it's unacceptable. It's bad enough to make that as an employee, MUCH less as an IC! I am tired of this and will NEVER apply to a company offering .04 as IC. Which probably means I won't be doing MT much longer (I expect layoffs soon, where I work now).
