Twice to start a new paragraph. Just wanted to clarify, though, that you only need to hit enter twice after a numbered list if it is not followed by a red heading/new section. If followed by a red heading, no need to hit enter twice.
Fluency is actually a pretty decent platform to work on once you get used to it. It has its quirks, Document Checker can be a PIA, and it is a bummer we don't get paid for the ADT part since it can be time consuming...but otherwise it is not a bad platform at all. : )
