Yes, have had many supervisors and PMs over the years, especially when they do a corporate "restructuring," which happens periodically.
NJA has been becoming more frequent for many of us.
Are you sure you didn't request EANW? They will not always approve that. If not, you may have requested PTO during a time your supervisor isn't sure she has enough coverage yet or perhaps she may not have gotten to it.
Yes, I have read on this board that people have had to use PTO to cover NJA situations, which many of us feel is unfair.
I agree with LDSMT, 40 hours of PTO will carry over into 2018. My remaining PTO carries over every year.
