I had an egregious violation of my privacy as the patient of a local hospital. I reported it to both the HIPAA enforcement folks and the hospital. Guess what happened? NOTHING.
I am convinced that there is a ton of paperwork so that patients -- and even medical employees -- will believe that hospitals and the government "care" about your privacy, when nothing can be further from the truth. The ONLY cases I have seen where someone was actually punished were in the cases of big celebrities.
As for MTSOs, the last small company I worked for did NOTHING except, as you said, have us sign a paper.
Unless the patient is a celebrity, nobody cares.
