I know my company won't let new MTs or even their veteran MTs assigned a new account (unless it's a new account to the company because someone has to do them) take reports longer than, I think 7 minutes. QA checks the reports, though probably just formatting for their veteran MTs. It eases the burden of QA rather than makes life easier for those learning. Usually MTs get released after a few error-free reports.
Also, some work types may not be open to all.
