It might be new to specific clients, but it's not new as far as something Nuance/Nuance clients implement. It's also something that I've seen change and then change back. For instance, I worked on a client for years where there was a 3-blank rule. It went down to 2 blanks at some point, then shortly thereafter to the zero-blank rule. Then, after several months, not quite a year if I remember correctly, the specs reverted back to the 2-blank policy, which is where it has remained.
