What is the purpose of the 6 minute thing - Never understood it

I agree we should be paid for OOW situations. It is out of our control. We should be paid for the remainder of our shift at our PTO wage. We should never have to use our actual PTO to make up hours lost due to factors beyond our control, or be forced to make up time outside our regular schedule. Some of us work more than one job, have kids or or actual lives. So it can be a huge hassle to find available hours that work and why should we have to be the ones to do that when the OOW is not even our fault ??

So instead of paying us for the remainder of our shift, they implemented the 6-minute thing a few years ago. Supposedly to keep them out of trouble somehow legally and so we got paid. But it's a PIA and how does being paid 6 minutes help anyone? Anyone remember how the 6 minute thing actually works and why it's there?
