There are authorized Microsoft dealers on eBay that sell refurbished Dell computers with warranty. I have two Dell Optiplex small form factor PCs with Win 7 Professional and great specs for well under $200 each. They're about 12 x 13 inches. I'm sure there are laptops too but I only use a desktop for work with a separate weird keyboard.
