Basic health care needs, i.e. ER hospital visits, day surgeries, and admissions can be had without ever seeing a bill. At least emergency care does not lead you into financial dire straights. There can be long waiting lists for elective procedures. There is a two-tier health system in Canada anyway. There are private surgery centers and clinics for those that can afford to pay (used for WSIB patients and sometimes for reducing wait times in the public system as well).
