Would have to find the legal reference though. Unfortunately, I think it may fall under teleworker laws which I did investigate sometime back. Basically, that law said that, since we worked from home, we were considered to have the freedom to do something else with that time, while an in-house worker would not, so our downtime was considered "time off."
