IRS CLOSED MY BUSINESS

Long story short, the IRS came to my store and shut the business down. Reason why is I sold the business back in 2005,
the previous owner did not file any taxes nor did they pay any
bills, or pay me back. consequently, i did a take over on the business. Well basically the IRS came took my cash from the cash registers and my money in my wallet. Said i need to give $40,000 for tax money owed (when im not even the person there after, but the previous owner). i Told them repeatedly that I shouldn't be liable for someone elses taxes. But they didn't care and said i need to give them 40k or my business will be closed untill further notice. What in the world should i do????and also What the.... is my CPA doing??seems like im giving him money and he's not doing a thing.
Is there anything i can do, other than give the IRS 40k??
and What should i do with my CPA??
