It is recommended that the girls receive this immunization at this age for FUTURE sexual contact.  That does not mean you are condoning sex at that age, nor are you encouraging it, but you may be saving your daughter from cancer LATER in her lif.  How would you feel if at age 30 she came to you with the diagnosis and knwoing you could have possibly prevented it?  No one says to go have sex at age 10, 13, or even before marriage, but let's face, the child is eventually going to have sex...whether it be before or after marriage.  You also can teach your child all of your VALUES and instill in them the morals you desire for them to hold on to, but you CANNOT expect that.  You also have no clue whether her future mate (sexual or marital) has been privvy to any STD and therefore cannot predict any outcomes of what she may or may not end up with.  Since this particular STD does not show up in clasic formation, such as herpes, etc., it would be better to be proactive in her healthcare.  This is not a "go ahead and have sex" immunization, but one of possible preventable disease.
