I used a midwife and yes, what you are saying is very odd.  I delivered at a center, not at home, and the center was under the direction of a physician on staff at a local hospital.  They generally have you preregistered at the sister facility just in case you do have to deliver there.


Whether or not she can induce labor depends on her degree and what her supervising physician allows.  Most midwives undergo training beyond normal RN, but in some states they do not. What concerns me is the fact that she did not have the mother already associated with a hospital "just in case."  It sounds like her choice to induce labor was out of convenience for HER. 


Normally they do not accompany the patient to the hospital because once the transfer is necessary, it is out of their hands.  Mine nearly didn't make it to the center in time and I tease my son that his first view of the world was under the dashboard of a Chevy.
