So many, many times we see and hear about animal versus human incidences and so many times it's the animal's rights people are all up in arms about.  I agree with you 100%.  You and your daughter deserve to feel safe and for her to be so afraid to go out and ride her bike is terrible.  The money (which I hope you do get) will not help your daughter to overcome her fear, but hopefully it will make the neighbor take responsibility for their pet's behavior.  All my best to you and your daughter.  She'll get through this, kids are very strong!
