My son has been suspended several times for "safety issues" (he often flees when stressed). I have often sensed from them a certain reluctance, like they are only doing it because if they don't, and later someone gets hurt (say a kid does, gets away with it one time, then next runs out and into the street and hit by a car) that someone could point to a previous incident and say "well you should have punished this kid so all would know it wasn't okay."

I think a lot of these "overreacting" punishments are a covering themselves approach. Unfortunately, the world and the media don't see shades of gray and they have skewered people in hindsight, i.e. "You should have done" this or that to prevent such and such tragedy.
