If an alien from outer space landed on the WH lawn, would John Mc be able to run fast enough to wrestle it to the ground or should he consult congress first.  If so, please explain in lengthy, lengthy detail.  Really.  I know you are an independent who is NOT a republican but will NEVER vote democrat again, so you should have a unique take on the situation.
