I don't think you realize how much money they make by offshoring. The will not be adversely affected by losing "tax breaks" - Tax breaks are really only an issue for the "little guy", the guy who needs the break in order to survive, but when you are making that much money, giving a little back to uncle Sam affects your bottom line very minimally, relatively speaking.
It certainly will not change the practice or stop them from making huge profits.
