i think they just randomly, periodically, send out policy reminders.  maybe they notice things slacking off a bit, so they are told they have to prod us with reminders.  i don't pay much attention to them unless they are to me alone.  and i don't mind getting reminders or updates.  i try not to take that stuff too personally.   this place gives me enough real headaches, so the stuff i can let go of and ignore, i'm almost grateful for.
