Don't bother going above their head. Two months ago, I brought it to the attention of Human Resources, and they SIDED with the Manager NOT letting us use EXCUSED ABSENCE-NO JOBS. In addition, they SENT the E-mail to my manager that I wrote to them along with the response they sent me SIDING FOR THEM. Needless to say, there was then FRICTION after that between my manager and I. AMAZING that each team's Manager CAN DECIDE what "THEY WANT TO DO" instead of following POLICY.
