What's wrong with this picture?

• Minimum requirement 150 lph straight type; 200 lph VR editing

RATES: *All pathology positions are straight transcription and have starting rates of $0.08 per line or $1.25 per section. . . . *Most clinic or acute care positions are either primarily editing or all editing. Our starting rate for editing is $0.04 or more per line. 

Um, so let me get this straight (no pun intended).  Straight typing minimum required line count is 150 lph and editing 200 lph, 25% faster for editing, yet straight typing is 0.08 and editing half that at 0.04?  That math just doesn't add up!  Granted, editing is 0.04 "or more," but that's just a bit too vague.  By my calculations, editing should start at 0.6 per line if straight is at 0.08. This will likely never change, but whoever sold the decision makers on editing being twice as fast as straight typing clearly never transcribed a single line in their lives.
