When we worked on-site, someone did address this. And when there were the few dictators who didn't care, we were told to just leave blanks. Eventually someone would say something (sometimes administrators) about the quality of their reports, so they eventually improved too.
Current MTSOs want to put all the burden on us because they just don't care and expect us to work miracles for pennies.
