I assume by "snake peoples," you are referring to the ESL dictators.
I have to disagree with that point. In my experience, past and present, many of the greatest offenders of sloppy and careless dictation are Americans who *should* be able to speak perfectly clear English but don't care enough to do so.
On the other hand, I've had countless ESL dictators who recognize they might be difficult to understand and go above and beyond to try to dictate as clearly as possible.
IMO, this isn't exclusive to "snake peoples" and is equally shared by American dictators.
